Directions (1-10): Read the following passage carefully and answer the questions given below it. Certain words have been given in bold to help you locate them while answering some questions. 

The Bibek Debroy committee on railway reforms has suggested that the railways not run hospitals and schools. The Indian Railway Medical Service (IRMS) extends to the last track in even far and remote places. It takes care of its employees, families and retired personnel. The IRMS is one of the biggest such services under the Government of India with more than 2,500 doctors. Though the Central Government Health Service has over 3,500 doctors, that system does not have many regular hospitals to treat inpatients. Each divisional hospital will have two to three sub divisional hospitals with 10 to 15 beds, and they have health units with two to three emergency beds and doctors even in remote locations.

Apart from treating patients, the medical department is primarily responsible for preventive health, sanitation and protection of drinking water in railway colonies and stations. It keeps a watch on catering personnel and food vendors. The Indian Railways transports more than 12 million people every day. Instances of diarrhoea or gastroenteritis caused by water contamination are rare in the railway system. 

The railways has developed super specialty departments in its hospitals in each zone, and the Cardiology Department at the Southern Railway Hospital in Chennai is one such. It was the first hospital in India to introduce Coronary Artery Bypass Graft Surgery and other major procedures. Its former staff members have received several Padma awards and are practising in major private hospitals. The other similar zonal centres are in Kolkata, Varanasi and Mumbai. 

The IRMS undertakes periodic medical examination of running staff, like loco drivers, guards and others involved in train movement whose health needs to be certified. During railway travel if a passenger falls sick, medical service is made available. 

The IRMS maintains accident relief medical equipment coach systems and portable medical kits, and rushes them to accident sites with doctors and paramedics. After privatisation, when accidents happen who will be responsible for emergency medical relief? The railway hospitals and railway schools should be spared from any cost-cutting measures; they should be part of the Corporate Social Responsibility function of the Indian Railways.
