Cabinet approves establishment of National Institute of Mental Health Rehabilitation at Bhopal
The Union Cabinet Chaired by Prime Minister Narendra Modi has approved the establishment of National Institute of Mental Health Rehabilitation (NIMHR) at Bhopal as a Society under the Societies Registration Act, 1860 under the aegis of the Department of Empowerment of Persons with Disabilities. The estimated cumulative cost of the project is Rs. 179.54 crore in first three years. This includes non-recurring expenditure of Rs. 128.54 crore and recurring expenditure of Rs. 51 crore.
भोपाल में राष्ट्रीय मानसिक स्वास्थ्य पुर्नवास संस्थान खोले जाने को मंत्रिमंडल की मंजूरी
प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने भोपाल में राष्ट्रीय मानसिक स्वास्थ्य पुर्नवास संस्थान (एनआईएमएचआर) खोले जाने को मंजूरी दे दी है। यह संस्था निशक्त जन सशक्तिकरण विभाग के अंतर्गत एक सोसाइटी के रूप में सोसाइटीज़ रजिस्ट्रेशन एक्ट, 1860 के तहत स्थापित की जाएगी। पहले तीन वर्षों में इस परियोजना पर 179.5 करोड़ रूपये खर्च होने का अनुमान है। इसमें 128.54 करोड़ रूपये का गैर आवर्ती व्यय और 51 करोड़ रूपये का आवर्ती व्यय शामिल है।
Cabinet approves National Policy on Biofuels - 2018
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has approved National Policy on Biofuels – 2018. The Policy expands the scope of raw material for ethanol production by allowing use of Sugarcane Juice, Sugar containing materials like Sugar Beet, Sweet Sorghum, Starch containing materials like Corn, Cassava, Damaged food grains like wheat, broken rice, Rotten Potatoes, unfit for human consumption for ethanol production.
Salient Features:
The Policy categorises biofuels as "Basic Biofuels" viz. First Generation (1G) bioethanol & biodiesel and "Advanced Biofuels" - Second Generation (2G) ethanol, Municipal Solid Waste (MSW) to drop-in fuels, Third Generation (3G) biofuels, bio-CNG etc. to enable extension of appropriate financial and fiscal incentives under each category.
With a thrust on Advanced Biofuels, the Policy indicates a viability gap funding scheme for 2G ethanol Bio refineries of Rs.5000 crore in 6 years in addition to additional tax incentives, higher purchase price as compared to 1G biofuels.
मंत्रिमंडल ने जैव ईंधन पर राष्ट्रीय नीति-2018 को मंजूरी दी
प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में केन्द्रीय मंत्रिमंडल समिति ने जैव ईंधन पर राष्ट्रीय नीति-2018 को मंजूरी दे दी है। नीति में गन्ने का रस, चीनी वाली वस्तुओं जैसे चुकन्दर, स्वीट सौरगम, स्टार्च वाली वस्तुएं जैसे – भुट्टा, कसावा, मनुष्य के उपभोग के लिए अनुपयुक्त बेकार अनाज जैसे गेहूं, टूटा चावल, सड़े हुए आलू के इस्तेमाल की अनुमति देकर इथनॉल उत्पादन के लिए कच्चे माल का दायरा बढ़ाया गया है।
मुख्य विशेषताएं:
o नीति में जैव ईंधनों को ‘आधारभूत जैव ईंधनों’ यानी पहली पीढ़ी (1जी) जैव इथनॉल और जैव डीजल तथा ‘’विकसित जैव ईंधनों’ – दूसरी पीढ़ी (2जी) इथनॉल, निगम के ठोस कचरे (एमएसडब्ल्यू) से लेकर ड्रॉप इन ईंधन, तीसरी पीढ़ी (3जी) के जैव ईंधन, जैव सीएनजी आदि को श्रेणीबद्ध किया गया है ताकि प्रत्येक श्रेणी में उचित वित्तीय और आर्थिक प्रोत्साहन बढ़ाया जा सके।
o जैव ईंधनों के लिए, नीति में 2जी इथनॉल जैव रिफाइनरी के लिए 1जी जैव ईधनों की तुलना में अतिरिक्त कर प्रोत्साहनों, उच्च खरीद मूल्य के अलावा 6 वर्षों में 5000 करोड़ रुपये की निधियन योजना के लिए व्यावहारिकता अन्तर का संकेत दिया गया है।
