Cyclone Phailin was handled, but what about the next such extreme weather event? It is time we factor in climate change into our planning process. The handling of Cyclone Phailin was noteworthy, loss of human life minimized by acting on robust forecasts, and given our record in disaster management there is much cause for a well-deserved pat on the back. In the latest report of the Intergovernmental Panel on Climate Change, scientists have said that they are more sure now than ever before about the manner in which unchecked human activity have contributed to a situation where cyclones like Phailin have become more common. Global warming is real, and if steps are not taken to address the man-made causes of this warming, then extreme weather events like the cloud bursts in Uttarakhand and cyclones in Odisha will become the “new normal”. Effective use of the forecasts allowed government agencies to undertake mass evacuation, stocking of food and essentials but it will not address the loss of homes and livelihoods, or the submergence of farm land, or the increased salinity of the soil. Neither will it address a possible public health crisis if people have to continue to stay at shelters while their lives are being rebuilt.

While the minimal loss of life must be celebrated, we need to turn our attention to the fact that global warming will mean more Phailins and Uttarakhands. Take the Odisha coastline, it is among the most fragile, and over building of ports has not helped matters. Instead natural barriers that protected the shoreline have been removed to make way for “development” leaving the coastal area even more vulnerable. Our planning process, and our desire for economic growth must acknowledge that climate change is a clear and present danger. It needs to accept that disregarding environmental considerations makes the poor, whose livelihoods and homes have been destroyed, even more vulnerable. And vulnerable communities don’t make for economic growth. We can no longer afford to act in a manner that sacrifices environmental concerns in the name of economic growth. Otherwise we will continue to spend our scarce resources rebuilding areas affected by these extreme events. And development will remain a distant dream for these people who will find themselves repeatedly rebuilding their lives. While governments work to mainstreaming environmental factors and climate change into their plans for economic development, as citizens and communities we too need to act with responsibility. Whether it is resisting the urge to drive the car when we can walk or car pool to work or watch out for the overflowing overhead water tank in our apartment block, there is much that we can do as individuals. Small tiny steps all of which contribute to reducing emissions that result in global warming, which in turn exacerbates cyclones, extreme rainfall and so on. If nothing else the events of 2013—Uttarakhand disaster and Cyclone Phailin-should make it clear that the era of disregarding environmental impacts of our action is long over. We are fast reaching the point of no return.
