August 6, day Hiroshima was atom-bombed in 1945, symbolizes at once man’s nightmare and his greatest dream, the nightmare of a nuclear war, and the dream of genuine and lasting peace. Beginning with the survivors of Hiroshima and Nagasaki, the awareness of the danger and sentiment for disarmament and peace has become universal, transcending national and ideological barriers. And yet more deadly nuclear weapons are being piled on top of the heap that is enough to wipe out all traces of life from this planet. Forty years after Hiroshima, there is no light at the end of the tunnel-only occasional flickers. The arms limitation talks between the superpowers, who hold the key to disarmament and peace, have yielded nothing so far.

The main responsibility for suppressing the nuclear threat is that of the superpowers. However, other powers also have nuclear weapons and they must share the responsibility. And not only they, but those nations which have or are developing nuclear capability must see the issues in a longer term and larger perspective. Nuclear war like peace is not divisible. Agreement on disarmament at the superpower level is essential. But, it must be followed by similar agreements on the bilateral and regional level, for all of us are in a sense the citizens of Hiroshima.
